A full egress window installation in South Bend (concrete cut, window, well, and drainage) typically costs $3,500 to $6,500 for a poured foundation. Block foundations, which dominate the city’s pre-war and post-war neighborhoods, often land toward the lower end. Deep digs, hand-dig access, or premium wells push past $7,000. What moves the price

Poured versus block. A poured wall gets diamond-blade wet sawing on both faces and comes out as a slab. A block wall comes out course by course, which is often faster and cheaper to cut, but the hollow cores need filling and the lintel matters more because there is no continuous reinforced concrete above the opening. South Bend’s Near Northwest, Sunnymede, and River Park stock is heavily block; Granger’s 1980s and later subdivisions and most new construction are poured. Net effect: block cuts trend lower on the saw work and higher on the structural work, and usually land in the lower half of the range.

Dig depth and sill height. The sill has to finish within 44 inches of the basement floor (R310.2.2). Older South Bend basements with high original windows and deep floors mean a deeper dig and a deeper well, and a well deeper than 44 inches needs a ladder (R310.2.3.1). Every foot of depth adds excavation, well material, and drainage stone.

Access. A machine that can reach the wall does in an hour what two people with shovels do in a day. Granger acreage and Twyckenham Hills side yards are machine jobs. A 40-foot lot in the Near Northwest with a neighbor’s driveway three feet from the wall, or a River Park bungalow with a detached garage tight against the property line, is a hand dig. We price it honestly up front.

Soil and water. The Indiana Department of Natural Resources describes South Bend and Mishawaka as surface sand and gravel over thick clay. Sandy digs are fast and drain well. Clay digs are slower, need a bigger gravel bed, and need a real outlet for the water. On lots close to the St. Joseph River, where the U.S. Geological Survey notes the water table is shallow, we may hit water and need to pump during the dig. That is a line item, and we tell you before we start.

Drain tile or no drain tile. A house with a working footing drain and sump gives the well somewhere to send water: cheap tie-in. A 1920s house with no tile, or tile that silted shut fifty years ago, needs a dry well dug below the 36-inch footing depth. Figure a few hundred dollars more.

Window choice. A standard vinyl slider or in-swing casement sized past 5.7 square feet is included in the range. Fiberglass, oversized units, or specialty glass add cost. We size every unit to clear 5.7 square feet with margin even though R310.2.1 allows 5.0 for below-grade openings, because margin is cheap and a failed final is not.

Well material. Galvanized corrugated steel is the value option and perfectly code-compliant. Composite wells with a stone or timber look cost more and last longer against Michiana’s freeze-thaw cycling. Both come with the ladder when required.

What the permit costs, by office

Permit fees are itemized on every quote. They differ by town:

  • South Bend and 5-digit St. Joseph County addresses (Granger, unincorporated county): the St. Joseph County / City of South Bend Building Department’s 2026 fee schedule sets a $60 minimum and scales remodel permits with construction value in $5 steps per $1,000. For a typical egress job the building permit itself lands well under $150. The schedule also triples the fee as a penalty for work started without a permit.
  • Osceola: same county schedule, after the town board’s approval.
  • Mishawaka: the City of Mishawaka Building Department at 600 E. Third St. sets its own fees.
  • Elkhart: the City of Elkhart Permit Center at 229 S. 2nd St.
  • Goshen: the City of Goshen Building Department at 204 E. Jefferson St., Suite 5.
  • Unincorporated Elkhart County: Elkhart County Planning & Development at 4230 Elkhart Road, Goshen.

Neighborhood scenarios

These are illustrations of how the variables stack, not quotes. Your number comes from the measure.

1915 Foursquare, Near Northwest, block foundation, hand-dig access. Enlarging an existing high opening down to a 44-inch sill. Block removal course by course, steel lintel, deep well with ladder, dry well because there is no drain tile. Expect the middle of the range: the cut is economical, the access and drainage are not.

1926 bungalow, Sunnymede or River Park, block, machine can reach the side yard. Fresh cut on a blank wall for a new bedroom, composite well, tie-in to a sump installed in the 1990s. Lower-middle of the range.

1962 ranch, Twyckenham Hills, poured, wide lot. New opening, standard slider, galvanized well, tie-in to existing footing tile. Lower half of the range; this is the easy version of the job.

1998 two-story, Granger, poured, unfinished basement sold with blank walls. Machine dig on sandy ground, fresh cut with the best joist bay picked for free, standard well. Lower-middle, and often the fastest install we do.

Student rental, Northeast Neighborhood, 1920s block, two basement bedrooms. Two openings, both enlargements, both needing ladders, permit and inspection ahead of the city’s Rental Safety Verification Program. Two full installs, priced with a modest second-opening efficiency because the machine, the saw, and the permit trip are already on site.

What is not in the price

Interior finish beyond trim (drywall returns, paint), landscaping restoration beyond rough grading and seed, electrical work if a light or outlet has to move, and radon system modifications if the mitigation pipe runs where the window is going. If any of those apply we say so at the measure, and we will point you to the right trade.

Why the price is worth it

Against the alternatives, an egress cut is the cheap way to get a legal bedroom. A room addition in this market runs many times the cost. Trading up to a bigger house costs a commission and a move. An egress window turns square footage you already own into a countable, appraisable, sleepable room, and it does it in two days on site. Appraisers only count conforming bedrooms; nobody can promise your appraisal, but a legal fourth bedroom generally beats “three bedrooms plus bonus room” on paper and in a listing.

Seasonal note

Dig season is roughly April through November in St. Joseph County; the code’s 36-inch footing depth tells you how deep the ground freezes. Fall fills up first with pre-listing fixes.
